Is my nursery wrong?

They're 2 year olds and have been in the ground 6 weeks. Soil was tested, ph and other nutrients are good. Doesn't this look like Fire Blight? I don't know about that type, but my wild blackberries get canes one year and produce the next then they die, but new shoots come up from the roots so they're constantly doing something.
