Black & Yellow Spots on Roses (Rust?)

So when I was out yesterday taking new photos I noticed that my rose is having some problems. I didn't get a close look at it yesterday, but today when I was taking new photos of the problem it looks like rust. Can anyone give advice about how to treat this issue?

The photos don't seem to be attaching. They are located in my photos if you would like to view them. They are under the Flower Problems album.

Yep, you have a good old fashioned case of rust working for you. Treat the same as you would for black spot. Remove and destroy and infected parts. don't compost them. Treat as you would for fungus. For me that is a rose specific product. I personally haven't found an organic treatment for rust. I have browsed serveral sites. Also, treat with lime during dormancy. Keep the roses cleaned and trated until the rust has cleared. Don't water late in the day, if you must water the ground only, not the plant.

We've had a lot of rain lately, every other day for a week and a half. A lot of the plant is effected, do I had to remove all effected parts? This would be a considerable amount.

Yes, all of it. It's kind of like asking a doctor to treat half an infection. If you leave it on the plant, it will spread. Also clean up ony leaves from the ground.
