ornamental grass

my neighbor has this grass and this is the stuff that grows out the top of it, can anyone help?and if you can how does this reseed

Kim ~ those are (or will be) the seeds. I can't tell what kind of grass it is since I can't see the stem ~ could be pampas, miscanthus, etc. I have at least a half-dozen grasses in my yard and the tops all look similar to that.
Unfortunately, ornamental grasses are very hard to start from seed ~ you are way better off with a clump of roots. Unfortunately again, they are back-breakingly hard to dig out. When we get wet in the spring, I would be more than happy to dig and send you some clumps ~ zebra, miscanthus, maidenhair, bottlebrush (well, that's what I call it).
I do not have any Pink Pampas Grass, though. Years ago, I decided I needed lots of grasses and I REALLY got more than I bargained for ~ most of them don't stay small

That looks like the seed head from miscanthus.
