Top Soil question

My husband just bought me two bags of top soil to start up the garden in the front yard. The question I had before I put it down was that if I had a neutral pH top soil, will it eventually become the same pH as the ground underneath it? I would have to get the soil tested, but in my area I know that it tends to be in the acidic range.

Since you would need to mix the topsoil with your existing soil it would be the same Ph as your soil. I have no idea how to change the Ph of soil.

I guess I'll have to get some lime this week, then, and mix it in there. These beds aren't very big, so I shouldn't need all that much.
