Here is a reply from the roses section (posted by Whitemore)
Get rid of all the infected leaves. Do not compost them.
(My addition, make sure all leaves go in the trash, pick up any on the ground!)
Begin a regular program of fungicide application. Follow the directions on the bottle/box.
( there are several good products out there, This time of year I would use a spray product rather than one that is applied through the roots.)
Water the ground rather than the leaves.
Be sure air can circulate around the rose bush
Also, to prevent it spreading to your other bushes, keep them seperated. I would also spray the other 2 just to be on the safe side. To help you out next spring, spray early and often, keep watch, keep the ground around your roses clear of plant debris, follow all the other direction, and you will have happy healthy roses. Please check out the Roses Topic of the forums for more help. Good luck, hope this helps.
