Lupines growing slowly/stopped growing

Put 3-4" potted plants in last fall and they came up and started growing, but they're just sitting there now for the past month doing nothing. No growth, no buds, certainly no flowers. These plants are barely a foot tall. The bed is poorlyl fertilized - I will plan on putting a good compost down to help them out. Is there anything else I should know about these flowers??
