I can tell you how to kill it (the root system) after you cut it down but you are going to be stuck with a stump for about ten years before it goes really punky and is easily removed. If you have the cash get a tree service in to remove it. If you want to do it yourself and don't care about the stump being there, cut it down, drill some holes in it and put "poison ivy killer" in the holes. It will kill the stump and the roots. I know because I've done it with two trees that were probably going to throw up suckers from the roots once the trees were cut down. Tried and tested! I just removed a punky stump this year that I had planted Siberian Irises around to cover the stump. I had to get my son take an ax to the Irises as they were so compacted, the stump was a breeze........but it was there for ten years after the treatment. |

You can also drill some holes and put a bit of sugar in them(after cutting the shrub and killing it with weed killer) and let the insects take care of it. I don't know how close it is and you may not want the insects that close, but they certainly speed up the process of deterioration. |

I don't know if this is true but I heard that copper nails would do it. |

To kill the stump, someone here suggested nailing pennies into the stump.. not sure if it works thought.. never got around to trying it. |
