Evening out uneven lawn

My backyard is very clumpy- getting more so since I bought the house 5 years ago (I have dogs that tend to 'scratch'). I am considering how to even it out - can I just rake soil (or compost that I get from the nearby water treatment plant) over the entire area? As a better description, there are grass 'tufts' surrounded by soil - we have reseeded multiple times but the grass doesn't seem to fill in.

Rake the area and then apply compost. With compost you should apply at least once a year.

Is now the best time to rake in compost? I'm in Zone 5, we usually get a good covering of snow - is there any concern about 'smothering' the grass? I put fall fertilizer down ~2 weeks ago and we've had plenty of rain....

Your grass should be entering its dormant phase now, so it is developing more of its roots than top growth. You can spread some compost now and more in the Spring.

I sometimes mix seed right in with the top dressing. It works pretty well for me.
