Cats in the garden!

I have a graciously inviting courtyard. However, neighbors cats have turned it into a very intolerable smelly cat box. I have purchased products that work only a few days. The cats are not deterred from the products.  The urine has killed 2 of my azaleas.

Has anyone been successful in keeping cats from their garden areas. I need some advice!!!
