Impatients buds won't bloom

I planted double impatients in a pot.  It gets lots of buds on it but the won't bloom. They turn brown and fall off before they get a chance to bloom. Any suggestions?

Water Lily mold

I had beautiful water lillies growing in our lake for 3 years now. This spring they came up and were ready to bloom when they started to mold. The leaves got black spots on them and began to die one by one. Now it has spread to my other lily. Any suggestions on how to stop this.
